Binh Phuoc: A New mindset is needed in managing land, natural resources and the environment

(BP Portal) - That is one of the instructions of the Party Central Committee Member, Secretary of Binh Phuoc Provincial Party Committee Nguyen Manh Cuong at the meeting morning 7/2 with the Department of Natural Resources and Environment on the implementation of guidelines and programs of the Provincial Party Committee, Provincial People's Committee on the field of natural resources,  results of mission performance in 2022 and directions and tasks in 2023.
 

Attending the meeting were Vice Chairman of the Provincial People's Committee Huynh Anh Minh and leaders of departments and agencies of the province.

Implement the Action Program No.17-CTr/TU dated 30/9/2022 of the Provincial Party Committee on guidelines and policies on socio-economic development, ensuring national defense and security; building the Party, building the political system of the province in the period of 2021-2025, oriented to 2030, the field of Natural Resources and Environment is assigned to perform 3 tasks, so far the sector has completed 100%.

In 2022, the sector has received and solved administrative procedures for organizations and citizens, specifically: The provincial level handled 1,364 applications, the district level handled 454,953 applications. Regarding the state management of land, up to now: the results of granting land use right certificates for agricultural land funds separated from forestry after planning 3 types of forests in the province reached 82.39%; the rate of land registration, issuance of land use right certificates, ownership of houses and land-attached assets reached 97.8% of the total land area to be granted certificates.

In the field of environment, in 2022, the sector has advised the provincial People's Committee to approve environmental impact assessment reports for 46 projects, and issued environmental permits for 26 projects. Also in 2022, the department has advised the Provincial People's Committee to issue 52 administrative sanction decisions in the field of Natural Resources and Environment for 43 organizations and 9 individuals with a total of 5 billion 449 million VND.

The Vice Chairman of the Provincial People's Committee Huynh Anh Minh said: The settlement of administrative procedures at the Branch of the Land Registration Office should have a regulation on smooth coordination between the department and the district-level People's Committee to perform timely tasks for the people,  business. For land management, the sector must carefully study land regulations in accordance with the law, closely check and carefully check input data on land.

Land, Natural Resources and Environment are important resources of the province. So how to put resources into exploitation and development effectively, in accordance with the law, needs a great role of the industry in advising and proposing solutions. Therefore, it is necessary to be acutely aware of the location and role of the soil; need new thinking, new ways of managing and must be correct and strict in accordance with the provisions of law.

The Provincial Party Committee Secretary Nguyen Manh Cuong said that: New thinking, new way of doing things is that each officer of the Environmental Resources sector must work professionally and frankly; departmental, branch or departmental level must thoroughly, clearly and absolutely comply with the law in the stage of advising and appraisal; study carefully, do not be pressured anywhere, take legal regulations as a basis, and always uphold responsibility in the process of performing tasks.

For the change of land use purpose, Provincial Party Committee Secretary Nguyen Manh Cuong suggested that the Environmental Resources sector review, carefully do and do where it must be there; upholding the responsibilities of the advisory body; the order of land conversion must be clear people, clear jobs, clear procedures. Departments and sectors need to closely coordinate with the Environmental Resources sector in the process of implementing the field of land and environmental resources.

For the operation of the branches of the Land Registration Office, the department needs to drastically correct the existence, at the same time improve the capacity of the task force, apply technology, strengthen the fight against interference and negativity.

The Secretary of the Provincial Party Committee wishes that with full awareness, along with new thinking, new ways of doing land management, Environmental Resources, this field will record high results in the coming time./.
