I. Overview
The Department of Health is a professional body under the Provincial People's Committee, responsible for advising and assisting the People's Committee in state management of healthcare in the province. This includes preventive healthcare; medical treatment; rehabilitation; traditional medicine and pharmacy; drugs for disease prevention and treatment; cosmetics; food safety and hygiene; medical equipment; population management; and health insurance (hereinafter referred to collectively as healthcare). The Department performs tasks and exercises powers as authorized by the Provincial People's Committee and under the law. It operates under the direction, organizational, and operational management of the Provincial People's Committee while also receiving professional guidance, supervision, and inspection from the Ministry of Health.
1. Duties and Powers
1.1. Submissions to the Provincial People's Committee
- Draft development plans for the healthcare sector, the network of healthcare facilities, long-term, five-year, and annual plans, and programs and projects related to healthcare development, administrative reforms, management decentralization, and healthcare socialization in the locality.
- Draft decisions and directives within the jurisdiction of the Provincial People's Committee on health protection, care, and promotion for the people.
- Propose regulations on the functions, duties, powers, and organizational structure of sub-departments under the Department.
- Propose standards for the appointment of heads and deputies of units under the Department and district-level Health Offices.
1.2. Submissions to the Chairman of the Provincial People's Committee
- Decisions on establishing, merging, and dissolving units under the Department of Health, in accordance with the law.
- Draft decisions and directives under the jurisdiction of the Chairman of the Provincial People's Committee regarding healthcare.
- Propose work relationship regulations between the Department of Health and district-level People's Committees, Health Offices, and related units.
- Draft programs and inter-sectoral solutions for mobilizing and coordinating efforts in epidemic prevention and control in the locality.
1.3. Organization, Guidance, and Supervision
Guide and inspect the implementation of laws, policies, plans, projects, programs, and other healthcare-related issues after approval.
Conduct public information, dissemination, and legal education on health promotion and healthcare under the Department's management.
1.4. Preventive Healthcare
Decide on measures for investigating, monitoring, detecting, and handling epidemics; ensure epidemic reporting as prescribed.
1.5. Medical Treatment and Rehabilitation
Guide, inspect, and handle violations in the implementation of professional regulations related to medical treatment, rehabilitation, plastic surgery, and forensic medicine, based on Ministry of Health guidelines and local regulations.
1.6. Traditional Medicine and Pharmacy
Implement, promote, and integrate traditional medicine with modern medicine for disease prevention, treatment, and rehabilitation; inspect and address violations related to traditional medicine in the province.
1.7. Drugs and Cosmetics
Guide and enforce legal regulations on drugs and cosmetics; inspect, monitor, and handle violations in drug production, trading, and usage.
1.8. Food Safety and Hygiene
Implement and supervise national technical standards for food safety and hygiene; inspect and handle violations in food production and trading.
1.9. Medical Equipment and Healthcare Infrastructure
Guide and assess the use of medical equipment and infrastructure; inspect and address violations related to regulations and procedures.
1.10. Population, Family Planning, and Reproductive Health
Implement and direct family planning and reproductive health policies and programs; inspect and evaluate outcomes.
1.11. Health Insurance
Implement health insurance policies; inspect and handle violations of health insurance regulations.
1.12. Healthcare Workforce Training
Propose training and capacity-building plans for healthcare personnel; manage medical training institutions as assigned by the Provincial People's Committee.
1.13. Research and Information Systems
Conduct research, apply scientific advancements, and build information systems for effective sector management.
1.14. Inspection and Legal Compliance
Address complaints, resolve disputes, and combat corruption and wastefulness in healthcare management.
1.15. Financial and Asset Management
Manage finances and assets as per legal regulations and provincial guidelines.
1.16. Reporting and Evaluation
Prepare and submit regular and ad hoc reports on the performance of assigned duties.
1.17. Other Duties
Perform other tasks as assigned by the Provincial People's Committee.
