PAPI Index publication in 2022  

(BP Portal) - On 12/4, in Hanoi, the United Nations Development Programme in Vietnam (UNDP) in collaboration with the Vietnam National Front Scientific Officer and Research Center and the Center for Community Development and Support Research (CECODES) to Provincial Govermance and Public Administration Performance Index (PAPI) 2022 in Vietnam.

The PAPI index is a tool that reflects the people’s voice on how effective the executive, state management and public service provision of government at all levels. The PAPI index includes: 8 content field indices, 29 component content indices and more than 120 component indicators for administrative and administrative efficiency of all 63 provinces/cities. The goal of the PAPI index is to contribute to improving the quality of the operation of the government at all levels, enhancing the spirit of service of the people, enhancing public publicity, transparency and accountability of public organizations, ensuring basic human rights, especially the right to express opinion, access to information and use of basic public services of quality.

In 2022, there are 16.117 people across the country participated in the PAPI survey, sharing reviews of the operation efficiency of the public authorities. In which, in Binh Phuoc province conducted a survey in 12 hamlets, neighborhoods of 6 communes, wards, towns of Dong Xoai city, Dong Phu district and Chon Thanh town.

As a result, local leading the PAPI index in 2022 is Quang Ninh Province with 47.876 points, followed by Binh Duong Province with 47.448 points. The province with the lowest PAPI index is Cao Bang reached 38.80 points.

In the Binh Phuoc Province, the PAPI index in 2022 reached 39.935 points. Specifically: 3/8 content index increases (engagement of people at the grassroots level; environmental governance; electronic governance); 5/8 content index decreases (public, transparent in decision-making, accountability to people; control of corruption in the public sector; public administrative procedures; public service provision). In particular, the electronic governance content index remains in the group of 16 provinces, cities leading the country./.
