In order to proactively prevent diseases from arising and spreading over a large area, especially diseases transmitted from animals to humans, ensuring food safety and disease safety for livestock development in the province, the Chairman of the Provincial People’s Committee requested the heads of relevant departments, agencies and branches and the Chairman of the People’s Committees at the district and commune levels to organize the implementation of the month of General Sanitation, disinfection and disinfection of the environment phase 2 in 2024 in October 2024. The content follows the instructions in Appendix VIII issued with Circular No.07/2016/TT-BNNPTNT dated May 31, 2016 of the Minister of Agriculture and Rural Development on regulations on the prevention and control of terrestrial animal diseases.
At the same time, the Chairman of the Provincial People’s Committee assigned the Department of Agriculture and Rural Development to coordinate with relevant departments, agencies and branches and People’s Committees of districts, towns and cities to implement the General Month of environmental sanitation, disinfection and detoxification phase 2 in 2024 in the province. Organize inspection and urge the prevention and control of animal diseases, including the implementation of disinfection, disinfection and disinfection in districts, towns and cities. Organize the procurement, distribution of chemicals, related materials and guide the People’s Committees of districts, towns and cities to implement according to regulations.
Assigning the Management Board of Hoa Lu International Border Gate, the Management Board of Loc Thinh Main Border Gate, the Management Board of Hoang Dieu Main Border Gate to preside over and coordinate with the People’s Committees of border districts to organize the application of hygiene and disinfection measures for animal transport vehicles and animal products passing through the border gate. Arrange funds to carry out disinfection and disinfection of means of transport passing through the border gate.
Other relevant departments, departments and branches based on the functions and tasks of agencies and units, actively coordinate with the Department of Agriculture and Rural Development, related departments, agencies and commune-level People’s Committees to implement the month of general cleaning, disinfection and environmental detoxification phase 2 in 2024 in the province. Enhance information and propaganda for farmers to implement biosafety livestock measures, proactively regularly clean, disinfect and detoxify the livestock environment in order to limit diseases in livestock and poultry.
People’s Committees of districts, towns and cities direct and organize the implementation of the month of general sanitation, disinfection and environmental detoxification phase 2 in 2024 in the management area. Fully allocate funds for the implementation of the month of general environmental sanitation and disinfection in the area in addition to the provincial budget. Organize inspection, supervision, urge relevant agencies, units and commune-level People’s Committees to implement environmental sanitation, disinfection and disinfection. Directing the Commune-level People’s Committee to organize general cleaning teams, spraying antiseptics for household livestock areas, markets trading live animals and fresh animal products, places to collect live animals and animal products for trading, business, burial areas, treatment and destruction of diseased animals, diseased animal products, collection areas, animal waste treatment... Disinfection spraying is carried out after being mechanically cleaned such as sweeping, brushing, washing...
Besides, directing the District-level Agricultural Service Center to organize the reception, management, distribution and use of chemicals and materials to carry out disinfection and detoxification according to regulations in the area to ensure effective and safe implementation. Coordinate with relevant agencies, units and commune-level People’s Committees to well implement the month of general sanitation, disinfection and environmental disinfection phase 2 in 2024. For concentrated livestock facilities, concentrated animal slaughter facilities, poultry incubation facilities, waterfowl... actively allocate funds to organize the implementation of cleaning, disinfection, disinfection at the facility and the surrounding area under the supervision of local authorities and veterinary professional agencies.
