Results of 90 days and nights of implementing Binh Phuoc’s “4 covers” goal

(Binh Phuoc Portal) - On August 14, 2024, the Provincial People’s Committee issued Notice No.246/TB-UBND on the results of the implementation of the peak phase “90 days and nights” implementing solutions to implement the goal “4 covers” in Binh Phuoc province.


Previously, on April 4, 2024, the Provincial People’s Committee issued Plan No.128/KH-UBND to implement the peak phase of “90 days and nights” to implement the target of  “4 covers” in Binh Phuoc province. The deployment time is from April 4, 2024 to July 3, 2024. According to this Plan, the goal of “4 covers” includes: striving for 100% of eligible people to be granted citizen identification, to activate electronic identification, use the owner’s sim with digital signature, people using 4G smartphones to replace 2G phones that turn off after September 1, 2024.

After the implementation period from April 4 to July 3 with political determination and timely direction of the provincial leaders, along with the drastic participation of all levels, branches and localities, the efforts of the police force, officials, civil servants, public employees and the agreement and support of people and businesses, the results of implementing the “90 days and night” peak plan to implement the goal of “4 covers” have basically met the set goals and requirements.

Specifically, regarding the provision of citizen identification cards, the provincial security force has arranged 84 citizen identification groups, combined with the receipt of electronic identification accounts with 168 officers and soldiers participating. In which, arrange 22 groups of citizen identification cards, electronic identification with digital signatures with 44 officers and soldiers (each district-level police unit establishes 02 groups) and arranges 62 groups with 124 officers and soldiers participating in receiving and activating at the commune-level police.

As a result, 100% of those who are eligible to issue citizen identification according to the criteria assigned by the Provincial People’s Committee have been organized, through which 10.963/19.883 cases of citizen identification documents have been received, accounting for 55%; data processing with 6.439/19.883 cases, accounting for 32.4%; 2.481/19.883 cases have propagated and campaigned but citizens have not had the need to issue identity, accounting for 12.6%. Localities that receive applications for high-achieving citizen identification include: Phuoc Long (579/837, reaching 69.18%), Dong Phu (1,187/1,857, reaching 63.92%).

Regarding the activation of the Electronic Identifier account, it has been reviewed 100% of citizens who have not activated the Electronic Identifier account according to the targets assigned by the Provincial People’s Committee, thereby have organized instructions to activate the account for 164.232/357.048 cases, accounting for 46%; data processing with 102.039/357.048 cases, accounting for 28.6%; 90.777/357.048 cases have campaigned and invited but citizens are not in need, accounting for 25.4%. Localities with high results include: Chon Thanh (12.664/20.828, reaching 60.80%), Loc Ninh (23.787/44.575, reaching 53.36%).

Regarding the equipment of 4G smartphones, VNPT and Viettel telecommunications carriers have coordinated with the commune-level police force, the local community digital technology team to review and support citizens who do not have smartphones (smartphones) equipped with 4G smartphones. The results were equipped with 22,471/22,095 targets assigned by the Provincial People’s Committee, reaching 101.7%. Locality performed well including: Bu Dang (2.258/1.182, reaching 191.03%), Hon Quan (2.057/1.533, reaching 134.18%), Bu Gia Map (2.707/2.343, reaching 115.54%), Loc Ninh (3.433/2.979, reaching 115.24%).

Regarding the use of the owner’s sim with digital signature, VNPT and Viettel telecommunications carriers have coordinated with the commune-level police force, the local community digital technology team to review and support citizens who do not have the owner’s sim/digital signature. The results have been implemented 251,743/374,443 targets assigned by the Provincial People’s Committee, reaching 67.2%. Locality performed well: Dong Phu (43.157/40.006 reached 107.88%), Loc Ninh (38,287/37,832 reached 101.2%).

This peak phase is a general review of the necessary conditions for digital citizen development, the formation of a digital economy, digital society, and the construction of a digital government in the locality. From July 1, 2024, only VNelD is used to carry out administrative procedures.

Through the peak period, people and businesses have been propagated, guided and better understand the benefits and utilities that citizen identification cards with chips and electronic identification accounts bring, contributing to raising awareness and promoting the process of digital transformation in the province. Thereby, it has created a digital identity for citizens, created a tool for people to make transactions in an electronic environment to ensure reliability, fast, simple, economical, more effective than performing according to traditional methods. For state agencies, the implementation of the peak phase contributes to raising awareness, awareness, responsibility and attention of all levels, branches, localities and officers and soldiers in the implementation of Project 06 and Digital Transformation in the province; helping agencies and organizations to reduce human resources, save time, reduce the cost of storing and printing papers when people use Citizen identification, Electronic Identification Digital signature; at the same time ensure speed, safety, publicity and transparency in handling administrative procedures for people.
