(BP Portal) - On 15 July, at the provincial Political School conference centre, the provincial People's Committee organized the Government's Conference on the implementation of Resolution 02/NQ-CP of 10 January 2022 on the main tasks and solutions to improve the business environment and raise the national competitiveness by 2022 In-depth analysis and evaluation of the provincial competitiveness Index (PCI); Index of competitiveness at sectors and districts, towns and cities levels (DDCI) by 2021 and orientations and solutions by 2022.
Attending the conference: Mr. Pham Tan Cong - president of the Vietnam chamber of commerce and industry; Mr. Nguyen Manh Cuong - member of the central committee, party secretary; Mrs. Tran Tue Hien - Deputy Secretary of provincial Committees, chairman of provincial People's Committees and representatives of provincial departments, departments, branches and People's Committees of districts, towns and cities; Economic experts, business representatives, in the province.
In 2021, Binh Phuoc was one of the provinces and cities that was deeply affected by the Covid-19 epidemic. With the difficulties being identified, the Provincial Committees and the provincial People's Committees shall lead the agencies and units both to implement measures to prevent the epidemics and to take initiative in solving problems, supporting enterprises and ensuring the most favorable and open business investment environment for production and business activities. This is reflected in the economic growth of the GRDP in 2021, which was 6.32% for the province.
By the results of the analysis, the province's PCI has 04 component indexes that have really contributed to improving both the score and the PCI ranking of the province in 2021, which are:
(1) Land access index rose sharply: in weight of 5%, ranking 29/63; It is up 0.94 points and up 20 places (from 49/63 to 29/63 in provinces). One of these, "the proportion of enterprises facing difficulties with lack of clean land funds (%)," fell from 52% to 8%, placing third in the country.
(2) Transparency index rose sharply: Gravity 20%, ranking 12/63; It is up 1.21 points and up by 47 places over 2020 (from 59/63 to 12/63 provinces). One of them, "the percentage of enterprises that regularly access the electronic portal of the provincial People's Committees (%)," rose from 52 percent to 83%, first in the country.
(3) Time cost increase sharply: Weight of 5%, ranking 39/63; Up 0.2 points and up 15 places from 2020 (54/63 to 39/63 provinces).
(4) Provincial government's Productivity and pioneering index increased sharply: in weight of 5%, up 0.72 points, and up 09 levels (from 36/63 to 27/63 in cities).
Other indicators also achieve the best values in the country:
(1) The market entry index with two targets: "Enterprises must delay/cancel their business plan due to difficulties in carrying out the enterprise registration procedures" is 0% as well as a group of eight localities ranked first in the country; "The ratio of enterprises to annul their business plan due to difficulties faced with implementation of the revised enterprise registration procedure was 0%, with the same group of 11 localities ranked first in the country.
(2) The Enterprise Support Policy Index with one indicator: "The proportion of enterprises known to support enterprises to take advantage of the opportunity of the FTA Free Trade agreements" has achieved a ratio of 35%, ranking 3/63 in the province.
In addition, zones and industrial clusters in the province continue to be evaluated by the enterprise community to be of a better quality than others in other parts of the country. In particular, FDI enterprises rated the provincial authorities in responding to the Covid-19 epidemic with the second best quality in the country (after Quang Ninh province), the quality of the province's business environment was the fifth best in the country. and the level of confidence in the provincial government's efforts to improve the investment environment ranked third nationally.
On this Occasion, the provincial People's Committee awarded six groups the best Performance of DDCI by performing three provincial level divisions - the Board of management of the Economic Zone, the Justice Service and the provincial People's Committee office; The 3 district-level units are the People's Committees of Phuoc Long, Loc Ninh and Chon Thanh townships. The conference aims to promote the effective implementation of the Government resolution 02/NQ-CP on tasks and solutions to improve the business environment and improve national competitiveness by 2022.
