The Ministry of Public Security shall issue universal passports through the public service portal

To perform this, people sign up to the Government public service portal (http://dichvucong.gov.vn) or the public service of the Ministry of Public Security (http://dichvucongan.gov.vn) to register their dossiers, pay online fees, receive passports via post office or come to receive them directly at the exit and entry management agency when such results are made.

Where citizens are not eligible to use public service level 4 or are in need of direct filing of dossiers, the application of the current process of registration, reception and processing of dossiers of issuance of passports is made.

With the issuance of passports through a level 4 public service gate, citizens may initiate a passport granting declaration via the Internet into any time or place by means of an Internet connection without having to go directly to the immigration and exit agencies to line up the declaration and photo.

According to the Immigration and Exit Management Department, after a half - month pilot period in the Hanoi Metropolitan Police and Exit Management Department, by June 1, they will be officially granted universal passports through a nationwide level 4 public service.
