Ladies and Gentlemen!
Today, I am very happy to participate in the Online Conference "Smart City Exhibition" organized by the Taipei Economic and Cultural Office in Ho Chi Minh City. This is an opportunity to communicate, exchange and discuss the issues of building a smart city on the basis of information technology (IT), effective infrastructure, sustainable development and a friendly living environment... Hopefully, the exchanged contents at the conference will help me and Binh Phuoc province gain more valuable experiences to guide the development in the coming time.

Smart city is a strong development trend and in line with the development trend of the Fourth Industrial Revolution in Vietnam. Over the past time, Binh Phuoc has been actively promoting research, orientation, planning and smart city development for Dong Xoai city, with the vision: "Green city - Smart convergence city ” by 2040. In which, promoting the formation of innovation hubs, creating a driving force for urban digital transformation.
I would like to discuss two contents: “(1) How can Dong Xoai City promote the formation of innovation fields? ; (2) What are actions taken to turn these zones into driving forces for urban digital transformation? ”
The first issue: In order to promote the formation of innovation fields; Dong Xoai City has promulgated the Smart City Construction Project for the 2018-2025 period, identifying the application of IT to modernize infrastructure in industries, fields, contributing the fields to become more modem and sustainable, towards the development of a smart economy, serving people more and more effectively.
In addition, the People's Committee of Binh Phuoc province is actively coordinating with corporations and companies that are specializing in IT to promote the digital transformation program in the province and in Dong Xoai city on the following contents: high-tech industry; innovation center of the province; attracting businesses and investors that have technology potential and capital to invest in the IT industry to manufacture high-tech products, outsource software, assemble IT equipment, develop loT products, Al... Implement innovative and Creative emulation programs to put digital transformation applications into practice, to each enterprise, business household, and people in the province.
The second issue: To turn innovation fields into driving forces for urban digital transformation: Dong Xoai city has had specific jobs, which are: Dong Xoai is orienting and development support for enterprises, production and business establishments to step up IT application to improve management quality, efficiency and productivity; supporting businesses and cooperatives to build their image and participate in the e-commerce system.
Focus on attracting investment and encouraging start-ups to apply digital technology to create new products and services in economic and social sectors and fields; encourage the development of e-commerce in combination with logistics for business establishments; develop projects to support small and medium enterprises, cooperatives, individual business households, small businesses in the agricultural field to participate in digital transformation. Create favorable conditions to promote banks and businesses in the area to deploy online payment platforms.
Dong Xoai strives that by 2025, 50% of small and medium enterprises will conduct business activities on e-commerce trading floors, including social networks; digital economy accounts for 20% of GRDP; the proportion of the digital economy in each industry or field will reach at least 10%; annual labor productivity increase at least 7.5%...
