At work, the designing consultancy unit has reported to the pre-feasibility study (report on the end of the period) the project on investment in the construction of the North-south Highway west section Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc). A project with an intersection point with National Highway 14 exists at Km 1915 + 900 (Km 1796 + 800 li Ho Chi Minh Road) of Dak Nong province; The final point in Chon Thanh district, Binh Phuoc province is estimated to be about 130km. The Prime Minister shall grant a decision on the investment of the project. The agency competent to carry out the project was the Binh Phuoc Provincial People's Committee. The investor created a report on the pre-feasibility study of the Vingroup coalition and Techcombank.

Speaking at the meeting, Mr.Ho Van Muoi- the President of the People's Committee of the Dak Nong province has emphasized that, with high political determination, the province has spearheaded the implementation of the project, and has been active and co-ordinated with Binh Phuoc province. This highway is designed to provide a driving force for the socio-economic development of Dak Nong province and the Central Highlands region as a whole.

Mrs.Tran Tue Hien- chairman of the Binh Phuoc Provincial People's Committee, also stated that the project was critical for socio-economic development and national defense and security in the Central Highlands, South East and two provinces. The project received close direction from the Government, Ministry of Communications and Transport, the determination of its leaders from the two provinces and their partners in implementing the procedures. The Binh Phuoc Provincial People's Committee praised the spirit of leaders Vingroup and Techcombank in their interest in accelerated implementation of the project.

The President of the Binh Phuoc Provincial People's Committee shall propose to associate investors and consulting units to receive comments from provincial departments, branches and chiefs so as to urgently complete the dossiers on the money feasibility study. At the same time, to propose to the concerned provincial departments and branches in the two provinces to closely coordinate with the consulting units and inter-name investors in making pre-feasibility research reports; The general staff to Binh Phuoc and Dak Nong provincial People's Committee complete the procedures for evaluation and approval of the prescribed investment policy. The Binh Phuoc Provincial People's Committee is committed to create all the most favorable conditions for the implementation of the project in strict compliance with the provisions of law and preferential policies, which attract provincial investment.
